Once finalized, World Liberty Trust will handle direct issuance, redemptions, and reserve custody for its $4 billion USD1 stablecoin under a single federal umbrella, cutting out third-party custodian BitGo.
The national charter unlocks institutional payment settlement and direct Treasury fund management, though it stops short of full commercial banking permissions like retail deposit taking. To secure full clearance, the OCC mandated a $20 million capital floor along with strict internal audit requirements.
